School Council

School councils were established to assist principals in planning for and implementing goals and practices that enhance the achievement of all students. They are the main instruments for practicing the site-based decision making called for in the 1993 Education Reform Act.

Overview

The composition of the School Council has been determined and approved by the superintendent and school committee and will consist of the following:

  • 1 principal
  • 6 parents
  • 6 teachers
  • 3 students
  • 1 community person

All participants, whether elected or appointed, serve a two-year term. The legislation provides local leeway in the election process. It does, however, affirm the principle of peer selection. Parent members are selected by the parents of students attending the school in elections held by the locally recognized parent-teacher organization. Teachers are elected by the teachers in the school. Students and members of the community, however, are appointed by the principal.

There is a school-wide election for teachers to serve on the School Council. A nomination ballot is issued asking for nominations to the new School Council. The top three nominations will appear on a final ballot for election.

The educational reform law outlines four major areas of responsibility in which the Council is to assist the principal as listed below:

  1. Adopting educational goals for the school that are consistent with local educational policies and state-wide student performance standards
  1. Identifying the educational needs of students attending the school
  1. Reviewing the annual school budget
  1. Formulating the School Improvement Plan
